3rd Intellectual Property & Legal Committee

3rd ABU Intellectual Property & Legal Committee concludes in Colombo, Sri Lanka

The 3rd ABU Intellectual Property and Legal Committee (IPLC) took place on March 11th and March 12th, 2019 in Colombo, Sri Lanka. It was hosted by ABU’s Additional Full member - MTV Channel (Pvt) Limited. This year’s meeting was the third meeting of the copyright committee since the change of its name to “Intellectual Property & Legal Committee” in 2016 in Kuala Lumpur, Malaysia. The theme for this year’s meeting was “Broadcast Piracy & Intellectual Property Rights in this Era of Convergence.

Day One of the IPLC was the customary meeting which was a closed session for ABU's Full, Additional Full and Associate members though non-members were permitted as observers upon request. It was attended by twenty delegates from eleven countries. During the course of the meeting, the revised consolidated text on the Broadcasters Treaty to be discussed at the 38th Standing Committee on Copyright and Related Rights (SCCR), regional perspectives on broadcasters rights and the country report outlining recent legal developments in the Asia-Pacific region were discussed.

Mr. Suranga Jayalath (Group Director – Legal, Maharaja TV) was unanimously elected as the Chairperson of the IPLC while Mr. Bülent Hüsnü Orhun (Advocate – TRT Turkey) and Mr. Zhang Zhao (Section Chief & Senior Professor, CCTV Copyright and Legal Affairs Office) were elected as the Vice-Chairpersons. All the office bearers have been elected for a two year term i.e. till 2021.

Day Two of the IPLC was the forum which was an open session attended by seventy-five delegates from eleven countries. During the course of the day, pertinent presentations on legal topics were made by academicians, lawyers representing broadcasters and other relevant experts. The forum consisted of the following three sessions:

Session 1: Broadcasting and Intellectual Property Rights.

Session 2: New Age Technologies in Media.

Session 3: Members Forum.

The presentations were succeeded by an enlivening question and answer session. The venue for next IPLC is yet to be finalized.
