In September 2012, the Commission was established by a Council of Ministers decision as an independent autonomous entity. It is administered by a board of Directors consisting of 9 members representing different ministries and commissions. Two of the members are independent scholars. The president of the Commission is appointed by the King. The Commission is mandated to regulate the whole audiovisual sector in Saudi Arabia and has the following goals :
1. Maintain the social cultural and religious values of the Kingdom
2. Provide the public with high quality and diverse audiovisual content for entertainment culture education and other aspects
3. Implement flexible and clear frameworks to license audiovisual media that take account of the commercial and technical developments
4. Ensure equal opportunity and fair competition in the media market
5. Develop the whole audiovisual media sector in the Kingdom in the areas of production distribution and delivery.
6. Support and implement the Kingdoms media policy and national plans
AV content through any media, new or conventional, is the sole responsibility of the GCAM. The Commission works closely with the ICT Commission in matters related to frequencies, AV services provided by telecom networks and relevant equipment approval.
