The National Information & Communications Technology Authority (NICTA) is a Regulatory Agency of ICTs that also regulates national broadcasting services for the Government of Papua New Guinea. It was established as a statutory government body on 24 November 2009 by an Act of Parliament.
In accordance with the Act, NICTA’s functions are: to give effect to the objectives of the Act and the regulatory principles; to provide advice to the Minister in the formulation of Government policy; to exercise licensing and regulatory functions in the ICT industry and to oversee the performance of ICT licensees.
NICTA is also required to: assist the Independent Consumer and Competition Commission (ICCC) to investigate complaints regarding market conduct for the purposes of the ICCC enforcing compliance with laws of the ICT services; consult commercial, industrial and consumer organisations on matters related to the ICT industry; represent the State at all international bodies or authorities which have the purpose of regulating or administering ICT services and radio-communications and develop and monitor procedures for ensuring safety and quality of ICT services and radio-communications.
NICTA must also make available general information on its carrying out of its functions or powers, conduct research in relation to matters affecting the interest of consumers of ICT services and make available general information to the public on matters affecting retail customers of ICT services.
