A Global Approach to the Future of Terrestrial Television Broadcasting
What is FoBTV?
Goals of FoBTV:
- Develop future ecosystem models for terrestrial broadcasting taking into account business, regulatory and technical environments.
- Develop requirements for next generation terrestrial broadcast systems
- Foster collaboration of DTV development laboratories
- Recommend major technologies to be used as the basis for new standards
- Request standardization of selected technologies (layers) by appropriate standards development organizations (ATSC, DVB, ARIB, TTA, etc.)

ABU is a member of FoBTV
ABU is represented at Technical Committee and Management committee.
FOBTV Technical and Management committee meetings 15 September 2014
A recent FoBTV Technical and management committee meetings were held on 15 September in RAI Amsterdam during IBC. Aim and objectives of FOBTV were reviewed and decided to accelerate research work and to share information among stakeholders.
ABU Technology carried out a survey on features for future broadcasting.
Most of the respondents wanted individual responses to be restricted in distribution.
Out of 14 features identified in the questionnaire, for a given feature, at least one broadcast member marked that feature as the most priority for near term or long term and 75% of broadcasters say not very important. Important scores for 14 features are randomly spread reflecting the diversity of ABU membership in its technological developments, economic, social, cultural, and political. 3D is the feature that the most broadcasters indicated as not very important.
Notable observation of the prioritisation of 14 features among 16 responses is that 3D Content (Video) is not very important for the most of the respondent-ABU members.
Hybrid Services, Higher Dynamic Range (HDR), Multi-View/Multi-Screen, Enhanced and Immersive Audio, Accessibility, Advanced Emergency Alerting and Personalization/Interactivity were given importance.
ABU is committed to educating and integrating technological features in Advanced Emergency Alerting and broadcasting in disaster situations.
Flexible use of spectrum, Ultra HD (the 2160p level) and Common World Standard were given the importance of ”Highest priority for longer term (10-20 years)”.
Advertising/Monetization and Mobile and Robustness were given the importance of “Highest priority for near term (0-10 years)”.
