Quality Management Workshop 2021

As part of the associated meetings of the upcoming 58th ABU General Assembly, we are organising our annual Quality Management Workshop on Tuesday, 5 October 2021 at 2 p.m. MYT (GMT +8).

This workshop is meant for mid-level to senior-level media managers at ABU members seeking new tools to develop the quality, credibility and efficiency of their organisations. The workshop will also cover the ISAS MEDIA 9001 international standard which provides key management tools for media managers.

Under the main theme of this year’s ABU General Assembly “Media Reset: Serving the People, Planet and Peace”, this workshop will explore how quality management can contribute to reset the media and make them more prone to bring together these three items : people, environment and peace. This workshop will provide participants with a sound insight into key management requirements on how to achieve this goal. Examples of information processing by the Swiss Public Service Broadcaster RTS will illustrate the topic.

The workshop will be conducted by Dr David Balme, CEO at Challenge Optimum, S.A., the French-speaking leader in management systems consulting, training and software.

THE TRAINER

Dr David Balme is an aeronautical engineer and telecommunications systems engineer. Since April 2005, he has also been the CEO of Challenge Optimum. He has supervised or accompanied several hundred upgrade missions according to ISO 9001, 13485, 14001, 45001, MASE, ISO 14064, ISO 20000, ISO 22000, ISO 22301 (business continuity), ISO 27001 and ISAS MEDIA 9001 standards in companies public or private in Switzerland, France and abroad.

Since 2009, he evaluates every 2 years the organizational systems of Swiss regional radio and televisions according to the requirements of the Swiss Federal Office of Communications (OFCOM-BAKOM). He has contributed to the ABU General Assembly to carry out every year a workshop on media quality management. He has also supported several certification projects for public and private media companies in Switzerland, Romania, Thailand, Vietnam and Mexico. 

In 2010, he was the project lead to have the French speaking newspaper Le Temps in its ISAS BCP 9001 certification project. In 2011 and 2012, he supported Radio Romania (SRR) in strengthening its quality management system. Between 2012 and 2016, he was the project lead of Thai PBS public television in Bangkok and Vaud-Fribourg SA television in Lausanne and Fribourg according to ISAS MEDIA 9001. In 2016, he actively participated in the standardization committee of the new version of ISAS MEDIA 9001, updated under the umbrella of the Asia-Pacific Broadcasting Union in Kuala-Lumpur. Between 2016 and 2020, he was the project lead to have the management system of the Media One group certified according to ISAS MEDIA 9001. In parallel, he designs and develops Click-N-Manage®, a software intended to describe and optimize the operation of media companies in accordance with ISO requirements.
